ONAS was established under Law No. 73/74 dated August 3, 1974, with a mandate to manage the sanitation sector.

The law establishing the Board was amended by Law No. 93/41, dated April 19, 1993, under which ONAS has increased the role of the main sewer manager to be involved in the field of water environment protection and fight against all sources of pollution.

ONAS is a public industrial and commercial, with legal personality and financial autonomy. It is under the Ministry of Agriculture and Environment (Environment).

The areas of intervention of ONAS include:

Studies: Master plans for the sanitation of cities and governorates, feasibility studies, prospective studies and studies on sewage systems, treatment and pumping plants;

Work: Implementation of sanitation projects and control of projects undertaken by other stakeholders such as promoters, public or private ...;

The functioning and maintenance of networks and sanitation facilities: ONAS is entirely and directly involved in all areas supported by decree;

Technical assistance: ONAS provides technical assistance and advice to local authorities and other public and private organizations in the fight against water pollution.

ONAS is responsible for:

  • The fight against the sources of water pollution;
  • The management, operation, maintenance, renewal and construction of any works for the sanitation of the cities whose management is fixed by decree;
  • Promotion of the sector distribution and sale of treated water and sludge treatment plants;
  • Planning and implementation of sanitation projects;

Development and implementation of integrated projects on the treatment of wastewater and storm water drainage.
